Preparing Children for Adulthood: A Shared Commitment between Barnet Safeguarding Children Partnership (BSCP) & Barnet Safeguarding Adults Board (BSAB)


About the MoU

This Memorandum of Understanding (MoU) sets out a shared vision and aspiration for supporting young people as they transition from children’s to adult services. It reflects a multi-agency commitment to ensure that no young person is left behind during this critical life stage.

The MoU is rooted in statutory guidance and best practice, and is designed to:

  • Promote early planning and continuity of care
  • Ensure person-centred and inclusive support
  • Strengthen multi-agency collaboration
  • Amplify the voice of young people and their families
  • Improve outcomes for young people with additional needs

Our Purpose

To ensure that every young person in Barnet receives the right support, at the right time, from the right people as they move into adulthood.

This includes:

  • Identifying needs as early as possible
  • Coordinating care across education, health, social care, housing, and voluntary sector services
  • Supporting independence, wellbeing, and inclusion
  • Providing clear information and guidance to families and carers
  • Ensuring safeguarding remains central throughout the transition

 Who Is It For?

This MoU applies to all professionals and agencies involved in:

  • Children’s and Adult Social Care
  • Education and SEND services
  • Health and Mental Health services (including CAMHS and GPs)
  • Housing and Homelessness services
  • Youth Justice and Probation
  • Voluntary, Community and Faith Sector (VCFS)
  • And more ...it serves as a guide and a tool to direct practitioners to ensuring young people get the right support into adulthood.
